Policy 514: Fee Waivers, Senior Citizens Audit

Operational Policy
Policy Number: 514
Adopted: September 1975

Pursuant to RCW 28B.15.540, Grays Harbor College is authorized to waive tuition, operating, services, and activities fees for any individual who has or will have attained sixty years of age by the first day of instruction of the quarter during which enrollment is desired and who is a resident of Washington, regardless of the length of such residency.

It is the policy of the Board of Trustees that such waivers be allowed subject to the following provisions:

  1. In lieu of tuition, operating, services and activities fees, a special non-refundable records fee will be charged per quarter per individual in total for those courses for which waivers are granted for students enrolled on an audit basis. Refer to the current Fee, Waiver and Fine Schedule.
  2. In addition, any other special or laboratory fees normally assessed to students who enroll in any course toward which the waiver authority contained in this section is applied will be charged.
  3. Waivers shall not be applied to more than two courses per individual per quarter; however, qualified senior citizens may enroll in additional courses upon payment of the required tuition and fees normally charged to other students so enrolled.
  4. Waivers shall be granted only on a “space available” basis after opportunity has been given for other students to register for courses offered by the college district.
  5. No new or additional courses or course sections shall be created for the purpose of accommodating enrollments of senior citizens.
  6. Waivers for senior citizens shall not be granted to individuals who plan to use credits thus earned to improve their credential status or their salary schedule placement in Community College District No. 2.
  7. Senior citizens will be afforded equal opportunity to utilize advisory and counseling services offered by the college district.
  8. All existing course prerequisites shall apply to senior citizens.
  9. Fee waivers for senior citizens are not available for courses offered with a senior ed alternative.

Review and Revision refers to the College’s cyclical process for evaluating and updating all institutional policies and procedures. At minimum, each policy or procedure will undergo review once every five years to ensure accuracy, relevance, and alignment with current practices and regulatory requirements. If the scheduled review results in no changes, the date of that review will be recorded in the Reviewed field. If updates or edits are made, the date will be recorded in the Revised field.
